Ingredients
  

For the Beef Layer:
  • pounds lean ground beef 85/15
  • 1 large yellow onion diced
  • 3 cloves garlic minced
  • 1 teaspoon smoked paprika
  • 1 teaspoon dried oregano
  • ½ teaspoon ground cumin
  • Salt and black pepper to taste
For the Cabbage Base:
  • 1 medium head green cabbage chopped
  • 2 tablespoons olive oil or avocado oil
  • 1 large bell pepper diced
  • 1 can 14.5 oz diced tomatoes, drained
  • 2 tablespoons tomato paste
  • 1 cup beef broth
For the Topping:
  • cups shredded sharp cheddar cheese
  • ½ cup panko breadcrumbs
  • 2 tablespoons fresh parsley chopped
  • 1 tablespoon butter melted

Method
 

  1. Preheat oven to 375°F. Grease a 9x13 baking dish and prepare all ingredients.
  2. In a skillet, brown beef for 6-8 minutes. Add onion and garlic; cook until translucent. Season with spices, salt, and pepper.
  3. Add oil and cabbage to the skillet. Sauté 8-10 minutes until cabbage wilts. Add bell pepper; cook 3 minutes more.
  4. Stir in tomato paste, then add tomatoes and broth. Simmer for 5 minutes to reduce liquid.
  5. Return beef mixture to skillet and stir to combine. Transfer to baking dish.
  6. Mix cheese, breadcrumbs, parsley, and butter. Sprinkle over the beef and cabbage mixture.
  7. Bake uncovered for 25-30 minutes until golden and bubbly. Let rest 5 minutes before serving.
