- Preheat oven to 375°F. Grease a 9x13 baking dish and prepare all ingredients.
- In a skillet, brown beef for 6-8 minutes. Add onion and garlic; cook until translucent. Season with spices, salt, and pepper.
- Add oil and cabbage to the skillet. Sauté 8-10 minutes until cabbage wilts. Add bell pepper; cook 3 minutes more.
- Stir in tomato paste, then add tomatoes and broth. Simmer for 5 minutes to reduce liquid.
- Return beef mixture to skillet and stir to combine. Transfer to baking dish.
- Mix cheese, breadcrumbs, parsley, and butter. Sprinkle over the beef and cabbage mixture.
- Bake uncovered for 25-30 minutes until golden and bubbly. Let rest 5 minutes before serving.
